Article 1 In order to centrally manage servers of various units and provide colocation services (hereinafter referred to as these "Services") for achieving energy and carbon savings, the National Chengchi University Colocation Service Regulations (hereinafter referred to as the "Regulations") are hereby established to manage the servers and hosting of various units of the University.

Article 2 Definition of these Services:

Dedicated servers: Provide computer room space for each unit to store dedicated servers, which are mainly rack-mounted servers.
Virtual hosting: Virtual hosting, mainly websites with application systems, databases and other structures, is provided using virtualization technology.
Virtual directory: A static website is operated on a virtual host, and virtual hosting function is also provided, for which designated domain names can be mapped to the corresponding directory names.

Article 3 Units which are eligible to submit an application for these Services:

Teaching units (colleges, departments, institutes, courses and special programs)
Research units (centers, experimental schools).
Administrative departments.
Approved intramural and extramural projects.

Article 4 These Services are provided, managed and maintained by the Computer Center (hereinafter referred to as the Center) for the purpose of guaranteeing the integrity and security of the dedicated servers, virtual hosts and virtual directory.

Article 5 For the application process, management methods and related responsibilities and obligations of these Services, the Center shall be authorized to formulate separate management rules based on dedicated servers, virtual hosts and virtual directory. Applicant units shall comply with these Regulations and management rules.

Article 6 Each units listed in Article 3, Paragraph 1, Subparagraphs 1 to 3 is limited to applying for one dedicated server, virtual host, and virtual directory. Units with weaker information capabilities shall be given priority.

If any unit has additional needs, the number of colocation items may be increased upon special approval.

Article 7 Units listed in Article 3, Paragraph 1, Subparagraphs 1 to 3 are not required to pay for the basic colocation services of dedicated servers and virtual directory within the limit. The Computer Center shall provide virtual pricing reports for reference on a regular basis, and the maintenance costs shall be borne by the applicant units. However, for other value-added services such as additional system management, data backup, and additional colocation services that require additional manpower from the Computer Center, application shall be submitted on a case-by- case basis. After evaluation by the Computer Center, the necessary costs may be charged upon approval based on the user-pays principle before the services are provided.

The dedicated server is limited to a 2U server that does not exceed the standard cabinet height. For virtual colocation services, applicant units shall share the software and hardware costs, and the rates will be announced separately.

Article 8 All projects listed in Article 3, Paragraph 1, Subparagraph 4, regardless of whether they are colocated servers, virtual hosts, or basic or value-added virtual directory services, shall be evaluated on a case-by-case basis by the Center, and the fee shall be charged based on the user- pays principle. All projects are subject to approval by the President.

Article 9 The hardware, software and personnel management costs of the overall maintenance of the computer room shall be taken into account for the charges prescribed in Articles 6, 7 and 8 in order to maintain the quality of these Services. The charges are subject to approval by the President for implementation.

Article 10 All applicant units for these Services are deemed to have accepted subsidies from the University as the University has already paid for the relevant hardware, software and personnel management costs.

Article 11 In order to make the most effective use of university resources, the Center may conduct regular reviews and submit reports to the Computer Promotion Committee for discussion on the termination of these Services for individual units. The Center shall notify a user unit 20 working days before the scheduled suspension or termination date in accordance with the meeting resolution, and the user unit shall cooperate without objection.

Article 12 In order to enhance the security of each unit's website server, the Center will periodically conduct vulnerability scans on physical servers and virtual hosts, and submit relevant vulnerability reports for reference to each unit.

Article 13 Applicant units shall comply with the Taiwan Academic Network Management and Norms, and the National Chengchi University Network Usage Regulations, where they shall not engage in illegally conduct of intruding into other systems on the Internet with malicious intent. Applicant units shall neither damage services on the network nor disseminate large amounts of e-mails on the Internet to obstruct the normal operation of the systems of the Center. Furthermore, they are also prohibited to engage in conduct that is considered a disruption to the public order, amoral, or is prohibited by law. In case of violation, the Center has the right to terminate the colocation services and the user units shall bear the relevant responsibilities.

Article 14 Any matters not addressed in these Regulations shall be governed by relevant laws and regulations.

Article 15 These Regulations were approved by the Computer Promotion Committee and submitted to the President for approval prior to implementation. The same applies to amendments.
